Chapter One: Introduction

1.1 Background of the Study

Deforestation poses a significant environmental challenge in Nigeria, with severe consequences for biodiversity, climate change, and local communities that rely on forests for their livelihoods (Alhaji & Ahmed, 2023). In Zaria Local Government, Kaduna State, deforestation has accelerated due to factors such as illegal logging, agricultural expansion, and urbanization. To address this, the Nigerian government has introduced various policies aimed at preventing deforestation and promoting sustainable forest management, such as the National Forest Policy and the National Environmental Policy (Olawale & Ibrahim, 2024). These policies seek to conserve forest resources, promote reforestation, and regulate logging activities. However, the effectiveness of these policies in preventing deforestation and preserving forests in Zaria remains unclear. This study will investigate public policies on deforestation prevention and forest preservation in Zaria Local Government, evaluating their impact and identifying the challenges to their implementation.

1.2 Statement of the Problem

Despite the introduction of policies aimed at preventing deforestation, Zaria continues to experience significant forest loss. The challenges include illegal logging, weak enforcement of environmental regulations, and limited public awareness of the importance of forest conservation (Afolabi & Adamu, 2023). This study seeks to evaluate the effectiveness of these public policies in preserving forests in Zaria and identify the factors that hinder their successful implementation.

1.3 Objectives of the Study

1. To evaluate the effectiveness of public policies on preventing deforestation in Zaria Local Government.

2. To assess the impact of forest preservation policies on environmental sustainability in Zaria.

3. To identify the challenges faced in the implementation of deforestation prevention policies in Zaria.

1.4 Research Questions

1. How effective have public policies been in preventing deforestation in Zaria Local Government?

2. What impact have forest preservation policies had on environmental sustainability in Zaria?

3. What challenges hinder the implementation of deforestation prevention policies in Zaria?

1.5 Research Hypotheses

1. Public policies have significantly contributed to preventing deforestation in Zaria.

2. Forest preservation policies have improved environmental sustainability in Zaria.

3. Challenges such as weak enforcement and lack of awareness hinder the successful implementation of deforestation prevention policies in Zaria.

1.6 Significance of the Study

This study will provide insights into the effectiveness of public policies on preventing deforestation and preserving forests in Zaria. The findings will be useful for policymakers, environmental agencies, and local government authorities working to improve environmental sustainability and tackle deforestation. The study will also contribute to global efforts to combat climate change and promote sustainable development.

1.7 Scope and Limitations of the Study

The study will focus on Zaria Local Government in Kaduna State and assess the impact of public policies on deforestation and forest preservation within this region. It will not cover other local governments in Kaduna State or national deforestation policies. Limitations include challenges in obtaining comprehensive data on illegal logging activities and enforcement efforts.

1.8 Operational Definition of Terms

• Deforestation: The process of clearing forests, often for agricultural or urban development purposes, leading to the loss of forest cover.

• Forest Preservation: Efforts and policies aimed at protecting forests from deforestation and degradation, including conservation programs and sustainable land management.

• Public Policy: Government strategies, laws, and regulations designed to address societal issues, including environmental concerns such as deforestation and forest preservation.
